This is a bagworm that didn't choose to look like a juniper, Evergreen Bagworm Moth, Thyridopteryx ephemeraeformis.  This one is on a persimmon tree, so probably has persimmon leaves attached.  If we cut into the bag, we would find a black worm with an intricately patterned brown over white head and above the front legs.   A psychid.  There are other species of Thyridopteryx with no information available, presumably so uncommon to be unlikely in this case. ALSO Abbot's Bagworm Moth, Oiketicus abbotii has been seen in our area.  Psychid.
